Water heater news and marketing in British Columbia

British Columbia has the most active heat pump water heater rebate we confirmed in October 2026, a gas utility with its own water heating incentives, and two climates in one province. Marketing here has to keep all three straight.

Written by Ali Sedighi, MBALast updated:

British Columbia is the province where heat pump water heater marketing has the most to work with. A utility rebate is in place, a second utility offers gas water heating incentives on conversions, and both electricity and natural gas are common in homes. The challenge is that every one of those offers carries conditions, and the province contains two very different climates. This page sets out what we found on official pages in October 2026 and how we would market water heater work here.

The BC market and its buyers

The short answer: a split between gas and electric homes, and between coast and interior.

According to Statistics Canada, 42% of BC households heated mainly with natural gas in 2023, against 36% that heated mainly with electricity. That figure describes space heating, not water heating, but it is a fair guide to which tanks contractors meet in basements and utility rooms. For contractors who work in condos and townhomes, strata rules, tight mechanical closets and building-wide decisions come into the sale. Detached houses bring a different set of questions about venting, space and fuel.

Buyers fall into three groups:

  • Urgent replacements, where speed and a clear price matter most.
  • Planned electric-to-heat-pump upgrades, often prompted by the BC Hydro rebate.
  • Oil and propane conversions, where a new gas service may bring the water heater along with the furnace or boiler.

Climate and seasonality

The short answer: steady demand on the coast, sharper winter peaks inland.

The southwest coast has mild, wet winters, so failures are spread more evenly through the year. The Interior and the North have longer, colder heating seasons, and incoming water is colder for more of the year, which puts more strain on tanks. For ad budgets, we plan a flatter curve for Lower Mainland clients and a stronger winter ramp for Kelowna, Kamloops or Prince George.

Regulators to know

The short answer: Technical Safety BC for gas and electrical licensing.

Technical Safety BC licenses gas and electrical contractors and oversees permits in most of the province, though some local governments issue certain permits themselves. BC Hydro's rebate also requires installation by a licensed contractor with a GST number and a BC business licence for the trade. We link to these bodies on client sites and leave the rules to them.

Current programs relevant to water heaters

The short answer: BC Hydro for heat pumps, FortisBC for gas conversions, CleanBC for income-qualified homes.

As of October 2026:

  • BC Hydro listed $1,000 for an electric heat pump water heater under the Home Renovation Rebate Program, with a bonus of up to $2,000 for more than one upgrade. The existing tank must be electric and primary, the unit must be in Tier 2 or higher on NEEA's list, emergency replacements are excluded, and applications are due within six months of the invoice. NEEA is revising its tiers; see our version 9 story.
  • FortisBC listed up to $800 for a natural gas water heater added to an eligible furnace or boiler when converting from oil or propane, plus a $1,000 bonus that needs a pre-qualification code before December 31, 2026.
  • CleanBC Better Homes Energy Savings Program has offered income-qualified rebates that include heat pump water heaters; it changed its requirements for invoices dated from July 6, 2026, so check it directly.

How we would market water heater work in BC

The short answer: separate the urgent from the planned, and keep the rebate page current.

  1. Two landing pages, two messages. Emergency ads should not mention the BC Hydro rebate, because emergency replacements do not qualify. Planned-upgrade pages should lead with it.
  2. Model-level rebate notes. Publish which models you install that are on NEEA's list today, and date the note.
  3. Strata-friendly content. A page for condo and townhome owners explaining access, scheduling and building approvals answers questions other contractors ignore.
  4. Area-specific budgets. Coastal and interior campaigns run on different seasonal curves.
