No province shapes the water heater business as much as Ontario. A large share of tanks are rented rather than owned, the province restricts contracts for water heaters signed in the home, and since 2024 rental companies can no longer register consumer NOSIs on title. On top of that, a heat pump water heater rebate exists, but only as part of a larger renovation bundle. This page brings those threads together as of October 2026. We are a marketing and consulting service; we do not rent, sell or install water heaters, and nothing here is legal advice.
The Ontario market and its buyers
The short answer: a large rental base, gas-heated homes and intense competition in the GTA.
Statistics Canada shows natural gas as the main heating energy for 58% of Ontario households in 2023, with 18% on electricity and 4% on propane. The rental side is described by the Competition Bureau's 2019 Enercare statement, which found Enercare held about 80% of rental gas water heaters in Enbridge Gas areas in 2018. We explain that statement in our Enercare story.
Buyers fall into four groups:
- Renters with a failed or ageing tank, who often call the rental company first.
- Owners needing a replacement, who compare local contractors.
- Homeowners questioning their rental, who read before they call.
- Planned heat pump upgraders, usually working through a home energy assessment.
Climate and seasonality
The short answer: lake-tempered cold in the south, a harder and longer season up north.
Southern Ontario's winters are moderated near the Great Lakes, while Northern Ontario's heating seasons are longer and colder. Demand for urgent replacements rises in winter across the province. In the GTA, where competition for ad clicks is fierce, cold-snap weeks can push costs up sharply, so we set firm budget ceilings in advance.
Regulators and rules to know
The short answer: TSSA, ESA and the Ministry's consumer-protection rules.
- TSSA regulates fuels; only registered fuels contractors using certified gas technicians may do that work.
- ESA licenses electrical contractors, which matters for heat pump water heaters that need new circuits.
- Door-to-door rules. The province's business guidance lists water heaters among restricted products; the homeowner must initiate contact, a 10-day cooling-off period applies and records must be kept for three years. Our explainer covers the details.
- NOSI ban. The province's NOSI page explains that new consumer NOSIs have been banned since June 6, 2024. See our NOSI story.
Current programs relevant to water heaters
The short answer: $500 for a heat pump water heater, in the bundle path.
As of October 2026, Save on Energy's Home Renovation Savings program, delivered with Enbridge Gas and supported by the province, listed $500 back on ENERGY STAR certified heat pump water heaters. The rebate appears only in the bundle path, which begins with a home energy assessment and requires two or more upgrades. That makes heat pump water heaters a natural add-on for contractors who already sell heat pumps for space heating or work with energy advisors. Confirm current terms before quoting.
How we would market water heater work in Ontario
The short answer: inbound only, honest comparisons, and clear proof of first contact.
- Everything inbound. Search, maps, referrals and retargeting bring the homeowner to you first, which is what the rules expect. See ownership-versus-rental marketing.
- Call tracking as a record. A logged inbound call is simple evidence of who initiated contact.
- A rental comparison page that sets out ownership costs and the questions a renter should answer from their own contract.
- Bundle-aware heat pump content. Explain that the $500 rebate comes with an assessment and at least one other upgrade.
- Technician scripts for repair visits: leave information, do not sign.

Frequently asked questions
Can I sell water heaters door to door in Ontario?
Water heaters are a restricted product. Ontario's guidance says a business may sign a contract for one in the home only if the homeowner made contact first, or under an existing contract with prior consent. Contracts from banned door-to-door marketing are void.
What heat pump water heater rebate does Ontario offer?
As of October 2026, Save on Energy's Home Renovation Savings program listed $500 for an ENERGY STAR certified heat pump water heater, in the bundle path only: a home energy assessment plus two or more upgrades.
Can rental companies still register NOSIs on homes?
Not for consumer goods. Since June 6, 2024, the Homeowner Protection Act has banned new consumer NOSIs and deemed existing ones expired, although rental contracts themselves still apply.
Who regulates gas and electrical work on water heaters in Ontario?
TSSA covers fuels such as natural gas and propane, and only TSSA-registered fuels contractors may do that work. The Electrical Safety Authority licenses electrical contractors.
Should Ontario contractors use HVAC.Digital or HVAC.Agency?
Both belong to our parent group. Ontario clients may work with HVAC.Digital, which serves the province, alongside HVAC.Agency.
